When a business processes a transaction, the transaction typically clears at an assigned interchange level (e.g., eCommerce Basic), which is usually the interchange level at which you were priced or at the interchange level where the majority of your transactions typically clear. When a transaction clears at a different interchange level other than where you are priced, you may be charged or credited the difference between the clearing interchange rate and the priced interchange rate. This is called a "non-qualified interchange fee". Some common reasons why transactions clear at a different level are:
  • Foreign card processing
  • Incomplete information for commercial card
  • Processing changes (such as a delay in settlement)
  • Missing information
  • Not using AVS (Address Verification Service)

Visa®, MasterCard®, and Discover® Network Qualifications

Visa®, MasterCard®, and Discover® Network use the following qualifying criteria to clear Internet business transactions for the most common eCommerce interchange rates.
Visa CPS E-Commerce Basic Criteria includes:
  • Settlement must occur within one (1) day of transaction date
  • Only one (1) original Electronic Authorization per transaction
  • Authorization response and AVS Indicator must be included
  • No more than seven (7) days must pass between Authorization and transaction/shipping date
  • Settled amount must match the authorized amount
  • Business Order number must be included in the Settlement along with an eCommerce indicator
  • Customer Service phone number must be in the city field
MasterCard Merit 1 eCommerce criteria includes:
  • Settlement must occur within two (2) days of Authorization date
  • Valid Authorization must be obtained
  • Reference number and Authorization Date must be included in the transaction information
  • Must include a eCommerce indicator/CAT level of "6" in settlement
Discover Network PSL – Card Not Present/E-commerce criteria includes:
  • Settlement must occur within two (2) days of Authorization date
  • Valid Authorization must be obtained
  • Authorization response and AVS Indicator must be included
